  • What: The authors focus on LZC heating deployment in new residential developments. The authors propose that LZC heating technologies can be usefully considered as niche innovations subject to a challenging socio-political regime exhibiting a lock-in of high-carbon fossilbased heating. This approach has the advantage that it highlights useful considerations when exploring LA action to support the transition to LZC heating locally. For these reasons, the authors explore socio-technical factors and their impact on action by LAs through the use of frameworks from the socio-technical transitions literature.
