    The increase in the sealing of the land has led to an increase in flood risk, both due to the occupation of areas prone to flooding and the reduction in natural or permeable urban areas. This problem has been aggravated by the new climate reality, in which the management of runoff in built-up areas has become a principal line of action to mitigate the flooding problems in cities and to increase their resilience to floods.
