  • What: This approach has some important limitations for public sector. Based on the notion of organizational capabilities, as an organization`s intangible assets that "enable an organization to conceive, choose and implement strategies" (Barney, 1992. p 44), this research seeks to identify the capabilities needed to improve the performance of a "failing" public organization, and how they can be built. This approach enables the authors to highlight not only the key capabilities that are linked to the organizational recovery and renewal of the public organizations, but also how they were developed.
