• What: This approach has some important limitations for public sector. Based on the notion of organizational capabilities, as an organization`s intangible assets that "enable an organization to conceive, choose and implement strategies" (Barney, 1992. p 44), this research seeks to identify the capabilities needed to improve the performance of a "failing" public organization, and how they can be built.
