SUMMARY
What kind of language was used and what meanings were attributed by EU commission members to restriction policies? In its focus on discourse as observed in speeches and statements made by high-ranking EU officials from the European Commission along with EU policy documents, this study does not aim to offer predictions about future configurations of political power or democracy, but rather, places emphasis on language and discursive articulations that were used to support and introduce restriction policies.
