SUMMARY
Per the guiding principles of the SFDRR, collective stakeholder actions and cooperation in risk reductions and disaster preparedness are key factors to substantially reduce the impacts of disasters. Per such actions, communities and residents also have the responsibility to "... take their own measures to prepare for disaster and by participating in voluntary disaster prevention groups, etc." as further enshrined in the Japanese Disaster Countermeasures Basic Act (Act No 223, 15 November 1961) Article 7.2. Studies have, however, explored other characteristics of disaster preparedness of foreign residents in the country and provide counter-arguments . . .
