With the development of the global economy, the emissions of carbon_dioxide and other greenhouse gases are increasing year by year, leading to global warming which has a huge negative impact on the global ecosystem. The country has a large population, dependent mainly on the coal industry; to develop a lowcarbon economy and promote the development of new industries, the authors must control the traditional coal and related industries, and develop the tertiary sector, notably tourism, and the service industry in order to reduce carbon_dioxide emissions.
